BELS was established May 1984 by Ronald N. Brixey and Mark E. Baker for the purpose of providing land planning services, surveying services, and coal mining engineering services. Our company serves a wide variety of clients in both the public and private industry. BELS is based in Fort Smith, Arkansas with a current span of operations covering the states of Arkansas and Oklahoma. We have considerable experience in preparation of plans and specifications for streets, drainage, water, and sewer improvements for residential subdivisions. We have performed drainage studies for municipalities to insure that downstream effects of land development are minimized and we have provided drainage studies & construction plans for municipal drainage improvement projects. We have also provided design and construction plans for municipal street, water, and sewer improvement projects. We have performed topographic surveys, drainage calculations and design where necessary, and completion of forms and applications resulting in revisions to FEMA Flood Maps.

We provide licensed Professional Civil Engineers and Land Surveyors in both Arkansas and Oklahoma to better serve our community. We are able to provide many services such as Land surveys, Plot plans, Property line Surveys or meet with our Engineering Consultant for Site design for your commercial project whether it is a new subdivision, Medical Clinic, Offices or a multi-family development.
Ron works directly with our Clients and local government to be sure your development project meets their criteria and stays on track. Chad is licensed in Oklahoma and Arkansas as a Registered Civil Engineer and Professional Land Surveyor. Chad designs Streets, Storm Water Pollution Prevention Plans, Drainage and Grading plans for development projects.
Subdivision design - including design of Water, Sanitary Sewer, Streets, Drainage and Grading. We can help with Minor Subdivision Plats that include up to 5 lots as well as Major Subdivision Platting. Neighborhood design - development plan that includes various types of residences as well as retail and commercial property. Commercial Business - design of a Site Plan for retail, office buildings, restaurants or mini-storage units.
